"Secure System" process is a critical Windows system component, so it won't be wise to remove that. Instead, you can adjust Windows Security settings:

24h2 has seemed to introduce a new process 'secure system'. How do I remove? It consumes a lot of memory and the system I am running is not connected to the internet.
