How to join the Microsoft 365 Developer program when I "don't current qualify for the sandbox subscription"

I'm currently studying the "Microsoft Certified: Power BI Data Analyst Associate" (PL-300). Before I can continue with the Exercise "Enforce model security", I need a Microsoft Fabric license. This requires a school or work account, which I don't have. So I should register for the M365 Developer Program. After I did, I get the massage "Thank you for joining. You don't current qualify for a Microsoft 365 Developer Program sandbox subscription.".

How can I continue with the course?

    We are currently working with our internal team to resolve this issue promptly and restore the M365 developer subscription for learning path users. Access to the free Microsoft 365 E5 subscription is currently paused for the short-term while we adjust the qualifications for that benefit. Any updates regarding the resumption of this service or the availability of this feature will be announced on our blog Latest updates to the Microsoft 365 Developer Program.
