the best option might be to open a support case with Microsoft Azure support for clarification.
Azure Billing and Subscription support is offered by Microsoft by no cost and it's for free.

Navigate to Help + support
in the Azure portal.
Select the Billing
on the Issue type` drop down.
Fill the additional fields.
On the "recommended" Solutions page click on Return to support request
and provide additional details.
