Based on the description, I understand you installed a new 2022 DC (the only one Domain Controller in this domain), and now you are unable to open the Dial-in tab on user Properties in AD Users and Computers on this 2022 Domain Controller, not other member server, am I right?
Step 1: Restart Active Directory Users and Computers
Close and then reopen the AD Users and Computers (ADUC) console.
Step 2: Group Policy Issues:
Ensure there are no group policies preventing access to specific sections of User properties.
Step 3: Permissions:
Verify that the user account you're using to access ADUC has the necessary permissions to view and modify Dial-in properties. You can try to use another domain Administrator and check if you can open this tab.
If it does not work above, you can try to check DC health status by running DCdiag /v on this machine.
