How to remove a banner in the settings?

How can I remove these icons or the banner completely?
A method DEFINITELY exists, because if you set the region to “China”, the banner disappears, but this solution is not suitable, it clearly has its drawbacks.
Please tell me how to remove the banner.
There is no need to hide the methods, because it’s very good to flexibly configure the OS the way I like it and everyone should have a choice of settings!
