In SharePoint, the default video quality setting is set to "Auto" by default, and it cannot be changed globally for all users. Unfortunately, there is no way to set a default quality globally for all users in SharePoint Stream at this time. The default video quality setting is typically controlled at the user level and can be adjusted individually by each user. Currently you can inform users how to switch to high resolution through internal training or announcements.
We feel your pain due to this limitation and we’re really feel sorry for it. We’re sorry that it doesn’t meet your requirement. I do understand the inconvenience and apologize for it.
Personally, I completely agree with you, this is indeed a good addition to the current features of Microsoft Office 365 application.
