MySQL Single to MySQL Flexible Server Change

It appears that the mysql single server used for my subscription account has been EOSed and forced to migrate to mysql flexible server.

However, "Azure Database for MySQL flexible server 'psnm-mcs-p-db-mysql' has been migrated standalone to psnm-mcs-p-db-mysql. The migrated flexible server is online and accessible to clients/users. If you use applications while connected, you will not be able to access the server through the Azure portal or CLI until 12 hours after migration (ARM cache refresh rate). }", but the server type did not change.

Server status is stopped. Is there a way to start a flexible server?
