Hacked Account- Cannot Remove Backups

Hi all,
When I signed up for microsoft authenticator, i specifically disabled backups. My email has been hacked, and somehow, the app still made backups for a hacker to duplicate.
I have already removed most 2FA codes onto another program, but I cannot remove the one for my email account. It says "You need to disable backup to delete".
I never used a backup, I confirmed it is turned off in settings, my icloud is off. What is the issue?
