We recently moved our office to a newer building in the same complex. As part of the move, we lifted and shifted our network. We are using the exact same network as in the old office, same FW, Switches, Access Points. We did switch ISPs as part of move.
Our Windows 11 PCs are set to "Set time zone automatically" which is very handy for travelers. Before the move all our PCs resolved correctly to CST. After the move all PCs resolve incorrectly to EST. Non-Windows devices (Macs, iPhones etc.) have the correct time zone.
My conclusion was the ISP change caused this problem. Unfortunately, the ISP said the IP assigned to us geolocates to CST. All online geolocate services I have checked show CST. I also checked Maxmind's geolite2 service as some articles suggest that Microsoft uses it to resolve time zones, and it also correctly shows CST for our IP.
The specifics of Microsoft's process to determine time zone is not very well documented. Can anyone provide assistance or a way to get someone at Microsoft to look at this?

Hello,
After changing your ISP, while the IP address may still point to the same geographic location (such as a CST zone), the ISP's DNS server or other network Settings may have affected Windows' time zone resolution.
In addition, certain Settings in the network configuration (such as proxy servers, VPNS, etc.) can also interfere with Windows' time zone resolution process.
