Thanks for the question and using MS Q&A platform.

The error message you are facing is related to SSL certificate.

At this time, Azure Database for PostgreSQL - Flexible Server doesn't support SSL certificate-based authentication.

You can disable TLS\SSL for connections to Azure Database for PostgreSQL - Flexible Server.
