Setting Up Transparent Data Encryption using Azure power shell and encounted an error. Set-AzSqlInstanceTransparentDataEncryptionProtector: Long running operation failed with status 'Failed'. Additional Info:'The requested server key was not found.'. KeyID already exist in the keyvault but it still fails
