That Drop just means that since the group was expanded, the message will be delivered to the ind users. Use Get-MessageTraceDetail in ExO to get more detail for failures sent to a list or ind user.

Users reporting not all recipients are receiving email sent to various DLs.

Message trace also reports status of: Resolved, Expanded or Failed each have the same Drop with the same reason: Reason: [{LED=250 2.1.5 RESOLVER.GRP.Expanded; distribution list expanded};{MSG=};{FQDN=};{IP=};{LRT=}]
What is the difference between these statuses? Resolved/Expanded/Failed?
Why do they have the same reason? Is this related to a mail flow rule?
What troubleshooting steps can we take to resolve this?
