How to fix my inactive screen shadow problem?

I have this problem, actually don't know if it's one but it bothers me a lot. Windows shadows everything other than the active screen and sometimes it doesn't focus on the screen it should. For example this photo is taken after I right-clicked the taskbar and then task manager, it should have highlighted the task manager and shadowed the rest but somehow it highlights the taskbar itself. If it is possible I want all of this to stop. I don't want any screens shadowed.

Q&A Assist suggested me to go to servises.msc and find Desktop Window Manager settings but unfortunately Services page doesn't have something in or related to that name.

I would be grateful if anyone comes up with a solution to this.

    Thanks for your post. I would suggest you to follow the methods given below and check. 

    Method 1: Follow the steps and check. 

    1. Press Windows Key + R key to open Run. 

    Type sysdm.cpl in Run and hit enter. 

    Click on Advanced tab and Under Performance Click on Settings. 

    In Settings Click on Radio button Adjust for best Appearance. 

    Click on Ok and Apply. 

    And check the issue. 

    If issue still persists try method 2, 

    Method 2: Update Display Drivers. 

    I would suggest you go the manufacture of your system and install the latest display drivers compatible with Windows 8.1 and check.
