How do I contact Azure billing?

I am having trouble getting in contact with Azure about a wrongful charge. Since I don't have a support plan, I can't create a ticket or get in touch with them. How do I contact them? 😳

    I understand your concern about wrongful charge on your Azure subscription. This can be best handled by Azure billing team and to contact billing team you don't need a support plan. Because Azure Billing and Subscription Management support is included in the Basic Support Plan without any charge - https://azure.microsoft.com/en-us/support/plans/
