some invited external guests from China cannot log in to Microsoft Teams.

I have several external users (in China) who were invited into a MS Teams group. some can log in, some cannot. The users who can log in show an "external AzureAD" account in their properties and that the invitation was responded to. The users who cannot log in show a "onmicrosoft" account and that the invitation is still pending. All the users have MS Teams licenses assigned to them. Everybody swears that they responded to their invitations, but some users still show 'pending'. What is going on here?
