From my understanding right now you have to be a partner to view the report. It is located in the Partner Center under MPN-->Analyze-->Microsoft Learn. Please see the attached Microsoft doc link.

In the Microsoft Learn profile for individuals it says that by using a Work account your employer can view your progress - this is excellent because right now we have folks manually reporting their progress. What I can't find is how I view the progress of employees. I'm a global admin.

In order for an organization to see the progress of their employees, they will need to utilize our organizational reporting functionality. Details for the organizational reporting can be found here.
As Bryan correctly stated, partners also have the option of accessing the data via Partner Center.
