SQL Server Database Engine Services Instance Features

Question

I'm having trouble reinstalling SQL Server Express 2022 on my computer. My Windows is up to date, and my system meets the minimum requirements. I had SQL Server Express installed before, but since reformatting my system, I’ve been unable to install it again. Each time I try, I receive an error message that only says, "Oops... Couldn't install SQL Server (setup.exe)." The log provides the following error description: "Wait on the Database Engine recovery handle failed.
