I'm taking courses in Coursera studying for the DP-203 certification, it requires a free account to use practice exercises on the Azure Portal. What do I need to do to log into the Azure Portal for free with Coursera to run the exercises.

Azure requires a card to be associated with an Azure account. This is because you may end up using services that cost money and therefore you can be charged. There is no public workaround.

I understand that if you contact Azure Billing Support directly then they may be able to do this for you if there is good reason. But you're probably just going to need to set up a card.

If you do have a credit card, the Azure free account provides complimentary access to a variety of Azure products for 12 months. You'll also receive a $200 credit for the first 30 days after signing up, plus access to over 40 services that are always free.
