I am a developer belonging to an organization that uses Office 365. I created an Azure free account but mistakenly used my Office 365 email address as the ID. The signup for the free account never asked for a password. Now I cannot access the free account because my login takes me to the organization account.

it might be the easiest way to create a new Azure Free Account using a "non-organizational" email-address. For instance an outlook.com email account.

That would work, but the "free" account I created still requires a credit card, and I need access to the account to ensure I am never charged. Can the administrator of the organization's account get access to it?

if the Azure subscription doesn't show up in the Azure Portal after login with your user account please take a look on the Subscription list filter:
