I have the following error while I connect to SQL Server Configuration Manager

I changed the built in account to Local System according to internet advices but it didnt work. This error message occured. Screenshot 2024-11-09 044841

I also replaced the files in "C:\Program Files\Microsoft SQL Server\MSSQL16.SQLEXPRESS\MSSQL\DATA" with "C:\Program Files\Microsoft SQL Server\MSSQL16.SQLEXPRESS\MSSQL\Template Data" but it also didnt work. I uninstalled all the files and downloaded it but it still has the same problem.

I also can not connect SSMS to the server. This message occurs:
