Welcome to Microsoft Q&A and thanks for reaching out to us.
- Check Your Role on the Subscription
- Go to the Azure portal > Subscriptions.
- Select your developer subscription.
- In the subscription’s Overview page, check your role in the Access Control (IAM) section.
- Look for the Account Administrator or Owner role under Role assignments.
- Request Necessary Permissions
- If you are not the Account Administrator or Owner:
- Reach out to the person in your organization who holds the Account Administrator or Owner role and request that they assign you the required permissions.
- The Account Administrator role is typically assigned at the account level, often held by the person who initially set up the subscription.
- Alternative Roles and Permissions
- In some cases, users with Billing Administrator permissions may have access to billing-related tasks, including upgrades, but this depends on your organization's setup.
- For Pay-As-You-Go upgrades, Microsoft may still restrict upgrades if the Developer subscription doesn’t support it directly, in which case creating a new subscription might be necessary.
If problem persists, contact Azure Support by raising a support ticket. The ticket enables you to work closely with the support engineers and get a quick resolution to your issue.
