I tried adding around 200 users in bulk last week but the operation failed mid-way with the "Request was unsuccessful. Details: Invitations are blocked for this directory due to suspicious activity. Please contact Microsoft support for help." error message.

I would recommend you raise a support case with Microsoft Entra, a Support Engineer will be able to look into this issue and assist you better. You can raise support ticket from New support request - Microsoft Entra admin center or https://admin.microsoft.com/#/support/requests.
