As I understand you are using Entra ID Cloud sync for syncing account from On-premises to Cloud. In portal the Entra connect provisioning agent status is showing up as "not detected".
You are making changes in cloud and the changes are not replicated to local active directory.
Microsoft Entra Cloud Sync is a new offering from Microsoft designed to meet and accomplish your hybrid identity goals for synchronization of users, groups, and contacts to Microsoft Entra ID. It accomplishes this by using the Microsoft Entra cloud provisioning agent instead of the Microsoft Entra Connect application.
This is similar to Microsoft Entra connect.
Basic use of cloud sync is to sync objects from local active directory to cloud. There is writeback option also available in cloud sync,, but only for few types of objects.
In cloud sync write back is only supported for password writeback, device writeback (Customers should use Cloud Kerberos trust for this moving forward), group writeback and Exchange hybrid writeback
Regarding your status which shows as "Not detected" might be due to TLS 1.2, or firewall and proxy.
