OpenAI: Insufficient quota for selected options There are no locations with sufficient quota to deploy this template

I get the following message after trying to create a new open ai model deployment (on Azure AI Studio):

"Insufficient quota for selected options There are no locations with sufficient quota to deploy this template with the selected deployment type and version. You can try selecting a different deployment type or template version, or manage your quota."

While I did buy Azure OpenAI Service Provisioned ...

Steps:

  • Go on Azure AI Studio
  • Select a new model (ex: gpt-4o-mini)
  • Type: Managed by provisioning
  • Resource Location: every region are disabled with zero quota

    1. Check Quota:
      • Go to Azure AI Studio > Quotas to review usage.
    2. Request Increase:
      • In Quotas, select the model and click Request quota.
    3. Ensure Roles:
      • Confirm you have the Cognitive Services OpenAI Contributor role.
    4. Purge Deleted Resources:
      • Go to Resource Groups > Deleted Resources and purge any items.
