OpenAI: Insufficient quota for selected options There are no locations with sufficient quota to deploy this template

I get the following message after trying to create a new open ai model deployment (on Azure AI Studio):

"Insufficient quota for selected options There are no locations with sufficient quota to deploy this template with the selected deployment type and version. You can try selecting a different deployment type or template version, or manage your quota."

While I did buy Azure OpenAI Service Provisioned ...

Steps:

Go on Azure AI Studio
Select a new model (ex: gpt-4o-mini)
Type: Managed by provisioning
Resource Location: every region are disabled with zero quota

I'm the owner of the subscription too

Verify Purchase:

Ensure that the Azure OpenAI Service Provisioned purchase is correctly associated with your subscription. Check the Billing section in the Azure Portal to confirm the purchase.

Check Subscription Association:

Make sure the OpenAI service is linked to the correct subscription. Go to Azure Portal > Subscriptions and verify that the service is listed under your subscription.

Quota Management:

Sometimes, even with a provisioned service, you may need to request a quota increase to activate it. This can be done in the Quotas section of Azure AI Studio.

Contact Support:

If the service is not appearing in the Quota View or if you continue to face issues, contact Azure Support for assistance. They can help ensure your service is properly configured and activated.

However, since you confirmed you bought PTU but you can not see it, it's another story, I would highly recommend you raise a support ticket for that to check on your purchase details. Please let us know if you have no support plan, we are happy to enable you a free ticket for this issue.

Provisioned throughput deployments are sized in units called Provisioned Throughput Units (PTUs). PTU quota is granted to a subscription regionally and limits the total number of PTUs that can be deployed in that region across all models and versions.

Creating a new deployment requires available (unused) quota to cover the desired size of the deployment. For example: If a subscription has the following in South Central US:

Total PTU Quota = 500 PTUs

Deployments:

100 PTUs: GPT-4o, 2024-05-13

100 PTUs: GPT-4, 0613

Then 200 PTUs of quota are considered used, and there are 300 PTUs available for use to create new deployments.

A default amount of provisioned and global provisioned quota is assigned to all subscriptions in several regions. You can view the quota available to you in a region by visiting the Quotas blade in Azure OpenAI Studio and selecting the desired subscription and region. For example, the screenshot below shows a quota limit of 500 PTUs in West US for the selected subscription. Note that you might see lower values of available default quotas.

Additional quota can be requested by clicking the Request Quota link to the right of the “Usage/Limit” column. (This is off-screen in the screenshot above).

Yes I need help to open a ticket I don't have any support plan, I bought the PTU plan because I want a stable latency in Europe, and after readed the documentation, it seemed to fit my needs but it's been several days since I paid and I can't use anything ...

They are allowed my Quota increase but I'm still don't see my PTU in azure studio ... I don't understand the link between the granted PTU and the PTU bought in reservation

If I try now to deploy a new model with "Provisioned-managed" I don't have the message anymore (about insufficient quota)

but I have the following message :

"The deployment you're creating will be charged $200.00 per hour (list price, USD) if run as an on-demand deployment. You can lower this price substantially by making a term commitment with an Azure Reservation. If you'll be using a provisioned deployment for more than a few days, you'll most likely benefit from purchasing a reservation.

If you already have an Azure reservation, verify that it has enough unused PTUs and is scoped to cover this deployment.

By proceeding to create this deployment, you acknowledge the costs of the provisioned offering and your responsibility for obtaining and managing Azure reservations as necessary to achieve discounted rates."

Will I pay again 200$ ?

@Amos If you have enough reservation for your usage, you should be fine, but if your reservation can not cover your usage, you will be charged regarding to your rate.

As we already opened a support ticket for this issue, please contact your support contact for your scenario to double check on the price details, it will be hourly price if you have not set your reservation well. I hope you will not have a surprised billing.

Check Quota:
- Go to Azure AI Studio > Quotas to review usage.
Request Increase:
- In Quotas, select the model and click Request quota.
Ensure Roles:
- Confirm you have the Cognitive Services OpenAI Contributor role.
Purge Deleted Resources:
- Go to Resource Groups > Deleted Resources and purge any items.

These steps should help you manage your quota and deploy your model. Let me know if it helps.
