I recommend create a new user in your on-premises Active Directory domain and granting the user with Enterprise Admin or Domain Admin privileges. Then, try syncing again using Microsoft Entra Connect Sync to see if the issue is resolved.
Additionally, ensure that all prerequisites for configuring AD Connect are met. Specifically, verify that TLS 1.2 is enabled. You can use a PowerShell script to check this; refer to the "PowerShell script to check TLS" for detailed instructions. If you find TLS 1.2 is not enabled, enable it using the "PowerShell script to enable TLS 1.2."
Lastly, review the installation prerequisites, particularly those related to connectivity, to confirm everything is properly configured.
