Hey, In case if there is an option of SQL server on Azure VM then that is the most accurate replica of SQL server (on prem included features like SQL agent, Email notification,linked servers etc) in cloud (IaaS version)

The next logical would be SQL MI.

The aspect depends on the options present in your question.

Does the initial question also have SQL server on VM as an option?

Both questions are seperate and are right in the respective contents. In Q2 the ask is which database in PaaS is more in parity with MSFT IAAS SQL server which includes features like linked servers or sql agents Or database and azure sql managed instance provides the same. Whereas for Q1, Azure SQL database is the ans as the ask is which database doesn't need any license and works seperately as seperate engines. So can you plz clarify what exactly is your confusion regarding?

fully managed relational database with close to 100 percent feature parity : This is Az SQL Managed instance

reason : fully managed meaning all patching,maintenance is auto handled and Az SQL MI is a paas service which is fully managed and CLOSE to 100 % parity features

whereas SQL on virtual machine is an IaaS service in which the team is responsible for patchingg,maintenance themselves and not fully managed
