The .NET Framework 3.5 SP1 offline installer sometimes requires access to specific Windows Update files or components during installation, which might cause it to request internet access even if it's labeled as an "offline installer."
You can install .NET Framework 3.5 using DISM with no Internet connectivity.
If you're using Windows 7, Windows 8.1, the latest release Windows 10, or Windows 11, but you don't have the installation media, create an up-to-date installation media here: Create installation media for Windows.
