.NET Framework 3.5 Offline Installer Requires Internet Access

I'm trying to install .NET Framework 3.5 SP1 from the offline installer, but it still requires internet access for installation. This seems to defeat the purpose of using an offline installer.

What additional steps are needed to complete the installation without internet access?

    The .NET Framework 3.5 SP1 offline installer sometimes requires access to specific Windows Update files or components during installation, which might cause it to request internet access even if it's labeled as an "offline installer."

    You can install .NET Framework 3.5 using DISM with no Internet connectivity.

    If you're using Windows 7, Windows 8.1, the latest release Windows 10, or Windows 11, but you don't have the installation media, create an up-to-date installation media here: Create installation media for Windows.
