Azure App Publisher Verification - MPN ID Does Not Exist Issue

A Microsoft Teams app has been developed that is associated with a bot, and it has been registered in the Azure portal. While attempting to complete the publisher verification process in the Azure portal using the Partner ID, the following error was encountered:

What might be missing or incorrect in the configuration?

Secondly, we also need help in understanding the terms and conditions/agreement to list our app on the Partner Center? We are part of Microsoft AI cloud partner program and Microsoft 365 Copilot program. Do we need both of them? or do we need to sign/tick any agreement in these programs as well? Also, the other accounts (Azure Portal, developer account, Bot Framework) we used for creating our app, do we need to sign/tick any agreement? We are asking so that we can start the legal due diligence in parallel as well.

    I Understand that you are encountering an issue that the MPN ID you provided does not exist or you do not have access to it. Could you please verify that the MPN account you are using for publisher verification is the partner global account (PGA) for your organization. Location MPN IDs are not supported for publisher verification. 
    image (1)Additionally, your organization needs to have verified ownership of at least one custom domain in Microsoft Entra ID (formerly Azure AD) using DNS verification. The domain used in Partner Center must match the domain you used for verification in Entra ID.   

    After confirming the correct MPN ID and permissions, go back to the Azure portal and enter the valid MPN ID for the publisher verification process.

    Regarding the terms and conditions for listing your app on Partner Center, especially as part of the Microsoft AI Cloud Partner Program and Microsoft 365 Copilot program:   

    To list your app on Microsoft Partner Center, you must sign the Marketplace Publisher Agreement, Microsoft Partner Network Agreement, and Microsoft Platform Policies. Since your part of the Microsoft AI Cloud Partner Program and Microsoft 365 Copilot Program, review and sign any specific agreements for those programs related to AI and Microsoft 365 integration. 

    Ensure that your Azure Portal, Developer Account, and Bot Framework are compliant with their respective agreements, particularly around licensing, data privacy, and compliance. 

    It’s important to conduct legal due diligence alongside your app submission by reviewing all relevant agreements and ensuring compliance with legal requirements.
