Due to some policy change after moving back and fro to new teant, i am not able to create resource group payasyougo.png

It is is most likely because you dont have required permissions. Ensure you have the Owner or Contributor role on subscription scope. Go to the Azure Portal > Subscriptions > Select the "Pay-As-You-Go" subscription > Access Control (IAM) > Check your role. Also check that you do not have any policy restricting this. Navigate to Policy in the Azure Portal. View assignments for your subscription. Please follow the below screenshot and check whether you have Owner or Contributor access, if you do not have this access, please check with the Owner of the subscription and request him to provide you the Owner or Contributor
