USE Download Package Content for OS Upgrade?

I have a case where the TS package content is about 15 GB, but the client cache is the default 5120 however the admins refuse to increase.

Since there is plenty of space on the devices, I was considering using the download package content option, but assume that I will have to call the installs base on these variables rather then being able to use apply operating system for example.

Am I on the right direction?
