From your description, I know you unable to sync Microsoft Edge even you have assigned premium license.
I have done some research about the issue and here is some information you can refer to fix the issue.
1.Check if there exist some configuration policies for Microsoft Edge in Intune portal that may turn off sync function.
2.The issue may relate to Enterprise State Roaming in Microsoft Entra portal and here is link you can refer to configure it to fix the issue.

3.Check the registry to see if there exist some value that may turn off Microsoft Edge sync. Location: [HKEY_LOCAL_MACHINE\SOFTWARE\Policies\Microsoft\Edge] "SyncDisabled"=dword:00000001
