how to fix "can't validate the phone number error on the signup"

i am struggling with creating the account on azure cloud , when ever I try to validate my phone number on the sign up page , by inputting my number and clicking send me text , azure says that the number can't be validated , the issue persist even when I try this with different phone numbers
