f we are protecting cloud apps, does each user accessing the application require an equivalent license or just the folks administering to the console.

How will be protected by the policies?

    For Microsoft Defender for Cloud Apps, each user accessing the protected applications needs a license, not just the administrators.

    Policies provide:

    1. Visibility into app usage.

      1. You will need to obtain a Defender for Cloud Apps license for each user you want protected by Defender for Cloud Apps.
