Your question has nothing to do with PowerShell.

The least you could have done was to supply the name of the application. Is it a Windows Store application? Or is it one installed by your system administrator?

Have you installed any patches recently? Have you tried returning a recovery point prior to the patches? Have you removed the problem app and reinstalled it?

To fix the DynamicDependency LifetimeManager error:

Repair or Reinstall Microsoft Windows App Runtime via Settings > Apps.

Update Windows by checking for updates in Settings > Update & Security.

Reinstall the affected app from its original source.

Reset the Microsoft Store by running wsreset.exe in Command Prompt (Admin).

Re-register all apps with this PowerShell command:

Get-AppxPackage -AllUsers | Foreach {Add-AppxPackage -DisableDevelopmentMode -Register "$($_.InstallLocation)\AppxManifest.xml"}
