Can Fiddler be used adequately to simulate a network drop out?

Hi there,

Can Fiddler be used to reliably simulate a network drop out whilst on an Xbox dev kit? I can seemingly simulate a bottleneck but not a complete drop out.

Figured out that we can use xbstress from C:\Program Files (x86)\Microsoft GDK\Command Prompts to simulate what we need.
