    If you recently created your account, you may have hit a limit. In that case, I would retry the operation after an hour or so. There's nothing wrong; it's just a safeguard for new accounts. If your account has been active for some time or you need immediate assistance, then you need to create a support request. Click https://azure.microsoft.com/en-us/support/create-ticket/ to get started. You will want to set your support type to Quota. A support engineer can assist with resolving this specific type of issue.
