It's best to create a Billing support request to resolve this type of issue. You can click https://azure.microsoft.com/en-us/support/create-ticket/ to get started. Make sure you set the issue type to Billing. You do not need to have an Azure account to create this type of request. A support engineer can better assist you with you completing your account registration.

I've seen this a few times and it can usually be solved by reaching out to billing support. Billing support is completely free, but since you don't have a subscription yet you can dial the global service numbers here:
