Refund/support page loop

I am attempting to get a refund for Azure services I had cancelled, I am still being charged for services that are no longer online. I tried going to the support and refund ticket but I am being thrown into a loop, it will not let me submit. Please advise!

    to open a support request with Azure Support please take a look here:

    Azure Billing and Subscription support is offered by Microsoft by no cost and it's for free.

    It might be a little tricky to submit the ticket. The screenshots below show the trick -> Click on Return to support request. In the next screen you have to provide additional information and you should be able to submit the request:
