In my test environment, this issue did not occur in the desktop clients of Visio Standard 2021 and Visio Plan 2.
In my opinion, this issue may also be related to DPI compatibility. What is the screen resolution you set?
Please locate to the Office root folder, C:\Program Files\Microsoft Office\root\Office16, find the Visio.exe, right click on it and click more options, choose "Properties", check whether there is "Compatibility" tab like following image.
If so, you may click "Change high DPI settings", then tick the box of "Use this setting to fix scaling problems for this program instead of the one in Settings" and "Override high DPI scaling behavior".

The problem is the hardware acceleration of image processing in the latest version, this item was removed from the parameters and it is with him that the problem is connected. Please update your Visio to the latest version, such as: Version 2411 (Build 18227.20162).
I also suggest you modify the registry key for a check:
Registry Path: HKEY_CURRENT_USER\Software\Microsoft\Office\16.0\Common\Graphics
New DWORD: DisableHardwareAcceleration
Value: 1 (to disable hardware acceleration)
(Please note, serious problems might occur if you modify the registry incorrectly. Before you modify it, back up the registry for restoration in case problems occur.)

This method does not work in builds 24, it worked in build 23. I had to install last year's build. Disable hardware acceleration for Visio in the next update.
