Clickable map, with both functionalities in a single map - filled map as well as coordinates inside it

Question

I want to create a clickable map, with both functionalities in a single map - filled map as well as coordinates inside a particular region, every click acting as a slicer. however i am facing these issues in power bi

1. when i use filled map for regions it does not support coordinates inside it.
2. when using coordinates only, it does not allow filled regional hierarchies.
3. it is not supporting individual coordinates with location, it always summarizes latitude and longitude giving aggregated value, which is not required.

is there any way that power Bi can plot both filled map and multiple coordinate inside that filled region, which is clickable till lowest hierarchy in a single map only??
