Welcome to Microsoft Q&A forum.
As I understand, you are unable to delete Azure Cosmos MongoDB Cluster.
Could you please let us know if you are using Azure Portal/CLI/Powershell for deletion?
Please share screenshot from Azure Portal if possible with "Failed" status, configuration details of your Cluster, check if there is any Azure Policy which is blocking deletion of resource?

Make sure the cluster is not in a paused state or undergoing any maintenance operations. Paused clusters cannot be deleted

Check the detailed logs for any additional information that might help identify the cause of the error. You can find the logs in the Azure Portal under the "Activity Log" section.

The status of the cluster is Failed. I tried to delete but I got this error "Delete cluster failed with error: "An unknown error occurred for the operation. Tracking id: 09a0efb1-5922-4338-aad9-ffa4ceba130b.", But when I go to Scale I scaled down the service. was actually following a course how to handle MongoDB then the exercise told me to do that.
The Log shows this.
