mouse scrolling not working while holding down the right click button

Question

I usually play Roblox and most of the time I scroll the middle mouse button while holding down the right click button, but on my new mouse I cannot scroll while holding it down, I read one in google saying to disable right click drag function which could be set to disable scrolling when right clicking and dragging, I already went to the control panel but I still cannot find it, is this fixable because I cannot see some solutions on the internet I tried going on youtube microsoft but still cannot fix it, pls help me.
