You are correct; there has been a change in the licensing requirements for Global Secure Access, particularly for Microsoft Entra Internet Access and Microsoft Entra Private Access.
Based on your description, it seems you are now unable to enable Private Access Profile and Internet Access Profile in your tenant. While you were able to enable these previously, your tenant currently has only a Premium P1 license.
This issue arises because to use the Private Access Profile and Internet Access Profile services, your tenant must have licenses for Microsoft Entra Internet Access and Microsoft Entra Private Access. Please refer to the following licensing document for more details on the services included in P1, P2, and the Entra Suite:
With a P1 or P2 license, you only get services like Microsoft Entra ID, Microsoft Entra ID Protection, Microsoft Entra ID Governance, and Microsoft Entra Verified ID. However, Microsoft Entra Internet Access and Microsoft Entra Private Access are not included in P1 or P2 licenses.
Why did this service work earlier? Microsoft initially made these services available to all P1 or P2 license tenants during a 90-day trial period that started with their General Availability.
Currently, only Microsoft Traffic Profile service is available with a P1 license, which is why you are unable to enable Private Access Profile and Internet Access Profile now. Please refer to the screenshot below for clarity from a demo tenant setup.
In another tenant where I have licenses for Microsoft Entra Internet Access and Microsoft Entra Private Access, I am able to utilize these services. Attaching a screenshot for your reference.
