Source Code

This is PROBABLY a stupid question. However, I am trying to convert something really old..into c#. There is an old program called "Dumprom", and it uses a library called CEDecompress.dll. Obviously, I don't have source code for CEDecompress.dll, but would like this written in pure c# and not rely on an old c++ library. Is there ANYWAY to get source code for that??

PS: I gave up trying to find a tag that actually fits.
