APIM Developer Portal has not been provisioned

Hi everyone - I am having trouble with APIM Developer Portal. I've tried creating API Management service twice, but each time the Developer Portal is not provisioned. I see the following in the Developer Portal Overview:

The developer portal cannot be published because it has not been provisioned. Visit the developer portal administrative interface by clicking the link in the toolbar and refresh this page to enable publishing.

Here is what I've got in the Portal Overview:

When I go to the portal, I see a blank screen, so it seems to be serving a page:

To solve this error that you are experiencing please follow the below steps

Make sure you have the right subscription and permissions. Sometimes, not having enough permissions or problems with the subscription can stop the developer portal from being set up. Also, check that you have the right permissions (like Owner, Contributor, or API Management Service Contributor) for the APIM resource. Also, make sure your APIM instance is on a tier that supports the Developer Portal (like Developer, Standard, or higher). The Consumption tier doesn’t support the Developer Portal.

When you try to publish the portal in Portal setting "Enable" the developer portal, click on it to enable the portal as shown below

If your APIM service has reached any limits (like too many APIs or a specific setting), it might stop the developer portal from being set up. You can check your APIM's usage in the "Usage" section.

Hello @babak hosseinzadeh ,

As you mentioned that you are using the Developer Tire (No SLA) To use the Developer Portal, you must switch to a higher tier, such as the Standard, Premium, or Consumption tiers.

To do that in the Azure portal, navigate to your API Management service In the Overview section, click on Pricing tier and change the tier to Standard, Premium, or Consumption after upgrading, you should be able to publish the Developer Portal.

Although you mentioned that you have full access at the subscription level, it’s important to verify that the permissions for your APIM instance are correctly set.

This should resolve your issue if you are facing any issues feel free to reach out to us.

Are you suggesting the documentation is incorrect?

Also, in your case, do you see an option to upgrade to a higher tier?

I am facing the exact same problem. I've updated the tier from developer to standard, but still the publish button get's grayed out and the developer portal give me a white screen.

Portal settings has been replaced to settings and I can't enable the developer portal. Do you maybe have a solution?

Hi @babak hosseinzadeh ,

Thank you for your response and bringing your concern to us as you mentioned that you are using pay-as-you-go subscription so, as per my knowledge if you want to access the developer portal in APIM we suggest you upgrade the APIM resource to any of the SLA having tier.

As per your concern the above document is correct but you are using pay-as-you-go subscription so the configuration might be varied.
