LinkedAuthorizationFailed when Setting a service endpoint-based rule in App Service access restrictions

I want to add a Vnet to my APP Service access restrictions, but I was blocked by LinkedAuthorizationFailed because of lacking permission on "joinViaServiceEdnpoint/action"

As document mentioned, the "joinViaServiceEdnpoint/action" only required when adding a virtual network (service endpoint) rule.

The Vnet I want to add to the cofig already have "Microsoft/Web" service endpoint.
So why I need this permission to add the vnet to my app service?
