My Azure non-profit sponsorship is not being applied correctly to my account (I am being billed)

I have been trying to reach support regarding my Azure sponsorship and account billing, but am unable to find a path that allows me to create a ticket (including using methods suggested by others here in the past). Is there a new way to successfully create a ticket or reach help from a human?

    If you are facing issue to creating a support ticket for your Azure sponsorship and account billing issues, follow with below steps:
    1.Sign-in into azure portal.
    2.Navigate to help + support page.
    3.Click on create a support ticket.
    4.Choose issue type as a billing.
    5.For subscription select azure sponsorship.
    6.Fill the summary related to Azure sponsorship.
    7. Select the problem statement.
    8.In the contact information tab, provide your contact information and select the preferred method of contact.
    9.Click on the "Create" button to submit the support request.
