Cannot use updates in Azure Local; no upgrade banner nor can I use SolutionUpdate commands

I have Dell Ax750 HCI servers set up in a cluster. After receiving messages from Microsoft I needed to upgrade to 23H2, I stepped through the process and fixed all the error messages. I am able to run the Environment readiness tests and all are green. https://learn.microsoft.com/en-us/azure/azure-local/upgrade/validate-solution-upgrade-readiness

In Azure as well as using powershell on-prem; the OS is saying it is running 23H2. However, when I go to Azure Local I do not see the banner "Your cluster can be upgraded to the latest version.Upgrade". as per https://learn.microsoft.com/en-us/azure/azure-local/upgrade/install-solution-upgrade.

When I go to updates on my cluster in Azure, I get the message "Only systems running the Azure Stack HCI OS, version 23H2 can be managed here. Learn more"

Using the commands that have "SolutionUpdate" in it anywhere does not work. It gives me the message the command cannot be found. When trying to use this document https://learn.microsoft.com/en-us/azure/azure-local/update/update-via-powershell-23h2 to confirm Software and verify system. I can not.

Anyone else have this situation? Were you able to fix it and if so how?

I am new to HCI and clusters in general. I have reached out to Dell and they told me to reach out to Microsoft. However, we do not have a Microsoft support plan. I am hoping someone in this community can help.

    Have you tried restarting the Azure Resource Bridge VM (the control-plane running in Hyper-V)? We've found restarting that sometimes helps the Azure side to sync back up with the ARB.
