When you say add new organization identity, do you mean user identity with a specific organization domain? If so, you will not be able to create a user identity in Entra with a domain name you do not own. Go to Microsoft Entra ID, Custom domain names and follow the instructions to add and verify ownership of the new organization domain. For example, if you are creating new. ******@neworg.com, you need to add neworg.com to your Entra first and verify ownership, typically through creating txt records in the domain to prove control.

Apologies the message isn’t clear. However, the request is failing because you need to use email address that is associated to a legal entity.
