Azure Database for PostgreSQL - Flexible Server is taking too long to initialize

When trying to create a Azure Database for PostgreSQL - Flexible Server. It is taking too much time to initialize. I tried to create it with a basic spec and even tried changing the region. But it is stuck in the initialization process.

Which region are you trying to create the server in?

What specifications (e.g., vCores, storage size) are you using for the server?

Are you receiving any specific error messages or codes during the initialization process?

Have you configured any specific network settings, such as VNet integration or firewall rules, that might affect the initialization?

Have you checked if your subscription has reached any quotas or limits that might be causing the delay?

Same issue for us in the past 4 days.

Region: West Europe
No firewall rules
VNET integration into existing VNET/Subnet with correct service delegation.
Fails when using Azure portal or terraform.
Tried different sizes, B1ms, B2s, B2ms, D2ds_v5
Storage size 128 GiB P10
No quota limits.

In activity log I see many "Get PostgreSQL server List" for 2 hours, then error "Update PostgreSQL server Create" with Message:
The resource operation completed with terminal provisioning state 'Failed'.
Status mesasge in JSON is:
